This is a common problem experienced by nearly every new puppy owner. Puppies are full of energy, and most are easily excitable. The best thing to do is ignore the behavior until they settle down, and then reward them for being calm with exuberant praise. It may take a few times for the puppy to get it, but they will.

The best way to teach this is to teach the dog a new greeting behavior to get petted by people. Dogs leap up to get to human faces to greet them as they would another dog. Teaching the dog sit, and only letting people pet the dog when sitting can work great. Then instead of leaping for attention they sit.
