Puppies are natually playful and if they were with other pups, they would nip and tackle each other. Since it sounds like hes the only puppy you have, he is trying to initiate the same type of play behavior with your older dog that he would with his brothers and sisters. Correct him with stern words and it should stop.

Puppies bite older dogs to simulate play, get attention or establish dominanace. This shouldn't be an issue unless your older dog shows distress or reciprocates with aggression-then intervene

Your puppy may be teething. If the two dogs have not become familiar with each other the puppy may be trying to show that he can't be bullied.

The most common reason for a dog to bite someone is that the dog is not socialized with other people. More time the dog spends in company, the fewer bites.
