It is difficult to refinish concrete and it is often not as durable as the original block. You basically cover the concrete with a thin coating of new concrete. It works for a few years.

A concrete refinish is made up from the mixture of sand, cement, concrete and water and is an addition as a further layer of the same on the existing structure just to give the structure a finishing touch or that to avoid dump or leakages which may have occurred in the existing one.
