My camcorder has output jacks.

Connect the cable that has a USB end to your PC and the other end to your camcorder. If need be, insert CD drivers to install your camcorder.

Well if your camcorder doesn't have an usb port then you will need to buy a video capture card with the same input as the cameras outputs. Then simply use the appropriate cord to connect the two.
