try plugging it into another usb port and reinstall the drivers. make sure you selected the right webcam in whatever program you are trying to use it in, some scanners confuse webcam programs because they show up as a twain camera. if none of these work, try it on another comp. if it doesn't work there send it back to phillips.

The first thing you need to check is that all of your wire connections are plugged in. Something might be even the slightest loose, and this will cause no picture on your monitor. Also, make sure that your webcam wire is in the correct connection spot on your computer. That might be a problem as well.

Check if you have the latest driver of the webcam. Check if you OS is up to date. Check the device manager - Do you have a device in the list. If not check the cable or another usb slot.

Go to your control panel and click on system. Next click on the hardware tab then on device manager. open up the imaging devices and see if your web cam is on the list. If it isn't you might have to reinstall it or download the drivers.

If the light on your webcam is on, then there is some problem with the software being used to capture images (usually not the case). The more common problem may be that the web-cam drivers are not installed properly. They should be on a CD that came with the web-cam.

If you are having a problem with your picture then you will probably want to check the wiring as the first thing.
