Yes and no. Bright paint already has a lacquer in it to water it down to get the desires effect. It will dull faster thus seeming like it fades.

No, dark colored paints are the kinds that fade faster because they absorb more light. Light colored paints deflect or reflect light.

I don't think it has anything to do with how bright it is. I think it has more to do with the quality of the paint. The best way to get this question answered is to go into a pain store and ask a professional for help. I doubt they will charge you for asking a question.

Different paints will fade at various speeds (regardless of shade), depending on how exposed it is to sunlight, and the overall quality of the paint you're using.
