Yes in certain areas they do. For instance the Amish community would still use manual plows because they do not believe in moving forward with the world. These plows are very important to them. Also small town farmers who cannot afford the new ones will still use the old ones.

If "manual" means "horse-drawn," the answer is yes. Horse-drawn plows are used by Amish farmers, whose rules forbid use of tractors. Some non-Amish farmers also use draft animals for plowing.
