Liens can be placed by contractors or subcontractors that have done work on a home but have not yet been paid. It's called a contractor's lien or a mechanic's lien. Suppliers can also file a mechanic's lien if they do not receive payment for materials delivered.

Yes. If a contractor has done work and hasn't been paid, he can go to the courthouse and file a lien. Proof isn't required of money owed. The lien doesn't have to be removed after the contractor has been paid. Even if you are dissatisfied with the work and are withholding payment, he can file a lien.

Although laws vary by state, contractors can generally place liens on buildings for work that they have done for which they have not been paid. The work would need to have been done on the building on which the lien was placed.

He can, and he does NOT have to wait until the house is completed. He is not compelled to continue working if you are late with a payment. It is horrible, and unfair, but that's how it goes. You have to sue him and win to have the lien removed against his will.
