Are titanium softball bats allowed in college?

No. Aluminum bats are commonly used, but there have been recent studies done about the dangers of projectiles coming off the bat of over 120 mph. The aluminum or other metal bats are considered dangerous, and hopefully will be transitioned to all wood bats soon.

No, titanium softball bats are not allowed college. They were short lived in 1993 when they were introduced. However, they were altered in 1996 and banned in the same year due to unfair advantages in being able to hit the ball 40-50 feet farther.

Titanium softball bats are allowed in college, because they are BESR certified. As long as the bat is BESR certified it can be used.
