Tea will stain paper. This technique is often used for school projects when students want to make their paper look old. You can also use coffee for a darker brown color. In order to do this, pour brewed tea into a shallow dish. Submerge the paper in the tea for 5 - 10 minutes, then dry the paper overnight.

In the 1800 tea was used as a dye. You would make tea and put the cloth in the tea and turn is dark beige, paper does the same thing.

Assuming that paper can't be washed -- yes. Tea will stain anything even your teeth, which is enamel. Lighter Tea's such as green tea is easier to remove.
