Most ISO homeowner's policies will cover replacement or repair of a fence that was damaged as a result of a tree falling. However, depending on the wording of some policies, the cause of loss of the tree falling may need to be from a covered loss, such as wind. These policies afford 10% of the dwelling for detached structures.

If it was your tree and fence no. But if the tree was in the neighbors yard and fell on your fence they it would be covered. Call your insurance agent, its better to let them handle the insurance claim and who owes what. You don't want to get into a argument with the neighbor.

As long as you have homeowners and the tree fell due to weather, yes, although you'll likely encounter a deductible.

If you own the fence, it's protected. If it's your tree, then it should be covered by your insurance. If it's your neighbor's tree, your insurance should cover it unless the tree was close to falling. However, it is not your responsibility to determine who was at fault. It is only your responsibility to promptly report the incident.
