A rabbi might hand out dollars to challenge people to see how far they can stretch this amount to help others. For example, a person could use a dollar to buy macrame twine and make bracelets to sell. The proceeds could then be donated to charity.

A rabbi would hand out dollars to help those less fortunate than himself. People in service of the lord do help those that have fallen on hard times.

A rabbi would hand out dollar bills to those in the community, if he wanted to help a local business, but that business will not except charity. The rabbi would tell those in the community that he gives the money to, that they must spend it at a certain shop.
