Why is my goldfish going to the surface, flapping in circles then going to the bottom of the tank and just sitting there?

The fish has become stressed somehow. The number one reason for erratic fish behavior is poor water quality. I would try to change the water and add some tap water conditioner. Let the fish relax after the water change and see if that helps.

I mean in the title, i think it is case from feeding it to much and it has floating infection, but i dont know.
