This could be for many reasons, the most common are heat and hydration. Are you in a hot, humid climate? Perhaps your breed has thick, uncomfortable hair. Try lowering the temperature and ensuring he has plenty of cool water on hand. Alternatively, it could be something more serious such as asthma or allergies. In this case, consult a vet.

my dog is doing the same thing now and panting a lot, it's been very hot in my area today, so that could be the problem, as he doesn't do it when it's cool

If your dog is overweight, he will develop respiratory problems, which will sound like he's breathing very heavily. Try putting your dog on an exercise regimen and diet, with your vet's approval, of course. Your dog might also have a nervous tick. When some dogs get nervous, they may present verbally with a whiny or coughing-like noise.

The fast breathing may me sign that he is overheated. In humid weather panting does not work as well. Provide plenty of shade and water to help him.

When my dog had this problem her organs were failing. Once the liver failed, the other organs followed. She was breathing heavy because she was struggling to make things work.
