Usually when cats loose control of their bowel movements, it means that they are getting old. However, if you have a young cat and they are doing that, then you might be feeding them the wrong kind of food!

Cats sometimes stop using the litter box when they feel sick, so a vet visit would be a good idea. This may also indicate a problem with the litter box: the cat might feel that the box is too small, too dirty, or in an unacceptable location (too noisy or exposed, for example).

Cats (along with other animals) will poop all over the place unless you housetrain it to not to. You have to train it to poop at a particular place each time, like a litter box.

He could be doing it out of anger. He might not like his cat litter...try switching to a different litter until you find one that he likes or you can also use shredded newspaper.if you have multiple cats using one box get him one of his own.
