Why is it so hard to legalize pot?

I would like pot to be legal.

Marijuana impairs an individual's mental and physical abilities without any corresponding benefit. Various states have decriminalized possession of marijuana such as Massachusetts and California allows the use of medical marijuana.

Taking something that has been illegal and making it legal can be a very long process. As pot is not even approved for medicinal use in most states, making it street legal still seems pretty far out of reach.

1. Cannabis is illegal because users are so often unemployed or unable to contribute to the workforce. This is not true of cigarette smokers. If more pot users worked, that argument goes away.

Technically speaking, pot is legal, under state law in California, for medical purposes only. Until the federal government removes it from its list of illegal substances, the only legal use will depend upon a medical need and prescription. There are activiest groups lobbying for its legal recreational use as well.
