When the rear end get hot gases are created and they need a place to go. Since it can't be fully sealed a vent is usually installed. Because atvs are taken into deep water the vent tub it ran to a higher point so water can't run in.

the hose is a vent hose for the axle, as the vehicle is used pressure builds up and the pressure would cause a seal to leak if you caould not vent the pressure some how. Make sure the tube is clear and allows the pressure out and keep the water from getting in.

Depending on the system it is using, if it is a rear diff, the hose may be to equalize fluid pressure in harsh turns by sending it to a reservoir.
