Why doesn't the wheels on myself-propelled lawn mower work?

The wheels might be getting worn where they attach to the mower. If so, they need to be replaced. They could also possibly be set at different heights, which would make some of them to not be touching the ground.

Depending on the model there will be either a pulley and belt system to engage the wheels or there will be a gear system. If you follow the cable from the lever to engage the wheels down to the base you should be able to determine the issue.

The wheels on some self-propelled lawn mowers are belt driven. If you've had your mower for some time, the belt should be inspected, adjusted and/or replaced if necessary.

maybe they are old and after time the bolts will rust causing the wheels to be stuck new whells or bolt can solve this or even a little bit of wheel grease

You can first check to see if there are any items stuck in the wheels or gears that may block them from turning. Also check for proper lubrication of the gears, as well, especially on the drive wheels. The Wheels usually need to be replaced every 2 to 3 years.
