Your cat could have something called Conjectivitus, an infection of the eye. If the eyes are red and swollen, perhaps it is suffering an allergic reaction to something, especially if the mucus is accompanied by sneezing.

A lot of cats have allergies just like humans do. They can be allergic to dust, pollen, humans or even other cats. It's nothing to worry about and is a very common problem. Carefully clean the mucus away and let your cat lead on with a normal life. Only worry about it if its bloody.

Often discharge from the eyes is a sign of an upper respiratory infection. Treat it by applying terramycin eye ointment twice a day for two weeks. If the cat starts sneezing and has a runny nose as well treat with antibiotics in addition to the eye ointment.
