Why does my Carrier air handler make a buzzing noise but doesn't turn on?

The problem you are describing is likely an issue with how the power supply is being handled. If you can hear a current running through your machine it means that the juices are flowing, but the proper machine parts aren't receiving a signal telling them what to do. The item likely needs to be repaired professionally.

Most likely this is do to an electrical problem in the unit. You can try removing all of the components and checking for any loose wires. If you notice none you may have to send to the manufacture for repair.

The thermostat wires could be hooked up wrong, or even the 2 wires that go to the condenser unit. If it was working for some time, the air handler's blower motor could have gone out. I would check the 2 strand wire that goes outside and make sure it's good.

Your air handler may have a faulty capacitor or the transformer on the unit may not be working as it should. It is best to contact a heating and cooling professional to obtain a proper diagnosis.

Most probably the compressor might have got some problem. Sometimes even the fan gets stuck. If the fan is stuck, you will get the buzzing sound and it won't turn on.

it is possible that your air handler has a problem with the motor. Though there are several factors to what could be wrong, it would be good to check the wiring as well as all the connections to make sure that everything is connected properly.
