If the moon rises before the sun sets down below the horizon, we can see both at the same time, because the moon is actually very bright.

The moon reflects sun light back to the Earth to become visible. Early in the day or later in the evening and at sun set, when the sun's own light is partially blocked, the moon becomes visible via the sun's reflected light, as it is visible at night entirely from reflected sun light.
