States are now required to administer standardized tests because of the No Child Left Behind policy of the Bush Administration. They are said to measure whether individual schools are educating all students are making "Adequate Yearly Progress." Most states have alternate standardized tests for students with special needs and students with more severe needs can be exempt from the tests.

The idea behind standardized testing is to have a standard form of assessment measuring achievement across a wide variety of situations. The problem is that standardized testing doesn't necessary measure what it was designed to measure. These tests are also less successful measuring achievement of students with special needs.
