Why do some roulette wheels have a "00" and some don't?

Traditionally, European wheels have only one zero and American wheels have both a single and double zero space. On most bets, it will be easier to win on a single zero table than with a double zero table. For instance, the chance of landing on a single number is 1/37 with a single zero and 1/38 with two zeroes.

Contrary to popular belief, all legitimate roulette wheels used in proper gambling facilities include a 00. With that said, others are made without. As far as which is easier to win on, while there isn't a huge difference, the ones without the 00 would technically be easier, as the lack of 00 creates one less possibility where the ball lands.
