Cats prefer to bury their urine privately. They may feel safer in a dark basement. Cats prefer to dig deep when burying their urine and basements may feel dark, deep and safe. Cats don't like to urinate where they spend most of their time so predators can't find them (instincts).

Cats urinate outside of the litter box; to get their owner's attention if they are feeling unwell, to claim their territory, because of psychological stress, which can lead to a disease state called feline lower urinary tract disease, or simply don't want to use the litter box.

The first thing you need to do is make sure your cat is healthy and doesn't have a urinary tract infection. This can cause them urinate outside the litterbox.
