The owner of the car is responsible. If more than one person is going to be driving your car then you have to have the appropriate insurance for that person. The laws do vary from state to state so check with your insurance company. In Massachusetts the owner of the car is responsible.

Assuming it isn't the fault of someone in a different car, the person driving is personally at fault. But the owner's insurance will be who deals with paying for the accident.

It is the person driving the vehicle at the time of the accident is at fault. The record will potentially go on their license and they will bear the burden of all financial issues arrising from the accident. However, you may simply report to your insurance company you were driving.
