Who wrote Ben's Guide to US Government for Kids?

I think they mean for it to look like Ben Franklin.

While, in a way, written from the "perspective" of Mr. Benjamin Franklin (it's as if the Founding Father is serving as the "host" of the contents of the website), it's actually from the United States Government Printing Office, specifically from the Superintendent of Documents, whose mission statement is "Keeping America Informed."

This appears to be a service of the Superintendent of Documents, U.S. Government Printing Office. You are correct that they are making it look like Ben Franklin, probably to make history seem more alive to kids.
