Who was responsible for the first laws and codes?

The oldest known written laws date back to around 2010 BC and were found in Mesopotamia, in today's Iraq. They are written in Sumerian, on a clay tablet. It is called the Code of Ur-Nammu, as the name suggests, it is attributed to the king of Ur, Ur-Nammu, who ruled around 2045 BC.

The Babylonians were responsible for the first laws and codes. This occurred during the rule of Hammurabi, Babylonia's sixth ruler, and is commonly known as the Code of Hammurabi. As a result, Hammurabi was able to create a centralized government in Babylonia.
