Local jurisdictions make the rules regarding the height of fences. A zoning board can help you with information about fence heights in residential areas v. commercial areas, etc. Neighborhood associations can also make rules about fences.

The Zoning Board (or similar body) sets those standards and then can allow variations/exceptions as it sees fit with input from concerned/related parties.
