Who figures out the rate of unemployment?

The rate for unemployment is calculated based on the number of people collecting unemployment benefits, who are presumably looking for work.

This is calculated by the Bureau of Labor Statistics, a department of the federal government. They do not include stay at home parents, retirees, contractors, and students.
