People under 18, people who have committed felonies or crimes of moral turpitude (in some states), and noncitizens -- pretty much everyone else can vote in the United States.

Anyone who is not a citizen of the country or location of the location holding the elections. Also, people who have commited a felony are not entitled to vote in an election.

There are a few people who do not have the rights to vote. 1. People under the age of Eighteen. 2. People in the country but who are not citizens. 3. People convicted of a felony.

Suffrage laws vary from state to state, but generally only felons lose their right to vote. Some states restore suffrage upon completion of a sentence while others impose a lifetime ban. Two states -- Maine and Vermont -- actually allow people to vote in prison. Additionally, non-citizens are not allowed to vote.
