Depends on who you are. If you are a lower-level employee, you should contact the corporate office (the bosses of your store's management. You could do so with an anonymouse letter (or email from an anonymouse account) if you don't feel it's possible otherwise. If you are a high-level officer, then you simply tell the stealing managers and fire them.

If the store is owned by someone other than the manager, take your proof (such as pictures or emails) to the owner. If it is a chain store, contact the district manager or the ethics office of the company. Have proof, such as dates and times of video camera footage to watch.

If your store management is stealing, you will need to inform cops about this issue, but make sure you have enough proof, video would be the best.

If my store management is stealing then probably the person that you should tell to is obviously someone who is higher than the store management. Maybe regional managers can do something about this, however if that does not work than probably management in the corporate office can definitely deal with this accordingly.

If you have concrete evidence that your store management is stealing then you should contact your human resources department with the evidence.
