No one particular star represents any state. The states are represented by all the stars are the flag and the number of stars are based on the number of states in the union.

Georgia is one of the thirteen colonies that banded together to form the first United States. It is therefore represented by one of the first thirteen stars on the American flag as represented by the Betsy Ross flag. The 13 stars are also part of the Georgia state flag.
