On the western coast of Mexico is the Pacific Ocean. The Gulf of Mexico is to the east and eventually turns into the Atlantic Ocean.

Mexico is bordered on the south and west by the pacific ocean, on the southeast by the carribbean ocean and on the east by the Gulf of Mexico. On it's northern border is the USA.

It's hard to say that an ocean "surrounds" Mexico. It is neither a peninsula nor an island. However it has 2 separate large salt water bodies. Those are the Gulf of Mexico on the East (which is a part of the Atlantic ocean) and the Pacific ocean on the west.

Mexico is bordered by two oceans but is not an island. To the east is the Gulf of Mexico which is part of the Atlantic Ocean. To the West is the Pacific Ocean and the Sea of Cortez, also part of the Pacific Ocean. To the southeast, is the Caribbean Sea which is also part of the Atlantic Ocean.

There's two -- the Pacific Ocean forms Mexico's western coast, and the Gulf of Mexico, which is part of the Atlantic Ocean, forms its east coast.
