Exhaust restrictor on a jr 50 dirt bike can be found inside the exhaust pipe. This is located towards the front, which is closest to the outside of the exhaust pipe. This has a similar look of a washer. You can use a pliers to pull this out.

Well on most 50's the restriction is located inside the actually exhaust pipe. It will vary by bike though and I can get specific without knowing the make, model, and year.

It looks like a washer and is located inside the exhaust pipe at the head of the bike. Pull the exhaust pipe, then using dent pullers or pliers remove the restrictor.
