A tachometer is a gauge that shows the RPM or Revolutions Per Minute the engine is operating at. If you don't see a gauge anywhere on your lawn mower that shows this; your lawn mower does not have a tachometer.

I have never seen a tachometer on a residential lawnmower. I could envision installing an aftermarket one, though. They can be found at auto parts stores.

Usually there is no tachometer on a lawn mower. The Tach displays engine revolutions per minute or RPM. If you need to know your engines RPMs, you can purchase an aftermarket tach at a parts store, but thie installation of this part may be difficult as well. You can rent a device to check RPMs if needed.
