The origins of the term 'Happy Camper' or 'not a happy camper' may be in the US National Parks System, and from a line in the movie Vacation. However, in 1989, Vice President Dan Quayle used it repeatedly in a speech he gave in American Samoa. This was widely satirized in the media and hAS become quite a popular term.

It originated on the 1982 TV series "Silver Spoons" on an episode where Ricky and his grandfather go on a camping trip.
