Usually department stores, or thrift shops. I think plaid skirts were popular in the 90's, so i'm sure a lot of people are getting rid of their old ones. I would. I would definitely try department stores though, unless you are on a budget. Then I'd go to thrift shops, or you could check on the internet. Ebay or Amazon.

If you don't have issues with money, you can always check burberry's site. However, you can frequently find a ton of plaid skirts at salvation army.

You can find real kilts in Irish and Scotish stores all year long, but look for fashion versions in department stores in the fall and winter.

Plaid on any kind of clothing is really big this year, so almost all of the stores at your local mall will have a big selection.
