In the spring once the threat of frost is gone. You can plant later in the season than that but you need to be careful doing so because if you put them in too late when you get a frost you will lose your rose bushes and they will not grow back.

The best time to transplant or prune a rose is after the summer blooming season is over. It is best to check area zoning for this.

In the spring that way they have two entire seasons to get rooted into the new soil they have been put into that way when winter hits it wont be able to freeze the root base out and kill the entire plant it will just make it go dormant till spring.

You will need to either get a book on roses, or go to a plant store they can help you find out what you need to know. Or you can check online to make sure, when it is the best time to transplant it. The information is online too, you just need to look for it.
