For completely free editing, Audacity is probably your best bet. It works on Windows, Macintosh, and most Unix-based systems (Linux and BSD, for example). Sony Vegas is also good, but you have to pay a significant amount of money to use it.

The best audio editing software I have ever seen is Syntrillium CoolEdit. The disadvantage is, that it is not distributed anymore. Search for old software tool magazines with a cd.
