What speech or paper starts with "Four Score and Twenty"?

The famous historical speech that starts with "four score and" is the Gettysburg Address. This was spoken by Abraham Lincoln back in 1863. However, the speech starts with "four score and seven years ago" and not "four score and twenty". I do not believe that there is a speech that starts with "four score and twenty".
