First ask them to stop if they are doing this in class. You should not have a discussion beyond that. Speak to the parents. Have them talk to their child. If the child continues the behavior in class then he/she might need counseling.

A child that is self-stimulating should be told you understand what they are doing feels good, but it's not something to share with everyone. It should only be done during "private time". Acceptable places for "private time" are in their bedroom, in the bathroom or at nap time.

It would be best to discuss this with the parents, and obey their wishes in the matter. However, you should also be aware that inappropriate sexual acting out can be (but is not always) a sign of sexual abuse. You will need to watch this child closely, although you should also handle it in the manner suggested by the parents.

Discuss with the parents first, find out if they are doing any special things at home to stop the behavior. Distract the child when they are doing it.
