You should never put vinyl siding over any other type siding you should take the old siding off put up weather wrap then put on your vinyl siding you will find it's a lot of work but worth it in the end and also doing it that way will extend the life of the vinyl siding.

The only thing is you are going to want to make sure the floor is completely clean and dry. It is quite simple though.
