Savings bonds can be replaced if you have the serial number OR if you have the social security and name of the people for whom the savings bond was granted. The government will issue you a new one and void the old one.

It is possible to get help from the US Treasury on line. I believe they have a screen for lost savings bond. They also have calculators to help you figure out how much interest you've earned so far.
