Take your dog to the vet to rule out medical issues. Revisit house breaking, taking the dog out frequently. Give lots of praise when he does poop outside.

To stop bad behavior, keep the dog outside, or in a kennel after he poops outside. Spray the carpets, flooring, and furniture with a spray containing odors unappetizing to the dog (this can be found in grocery stores etc). After he becomes potty-trained and does not poop inside, he can be allowed to roam freely again.

Say no, bad and take him outside. He will poop 15 minutes after eating. Give treats every time he goes outside.

Likely, if your dog is pooping inside the house, and you would prefer him to go outside, you can use puppy pads. Each and every time he uses them for the first couple of days, give him huge praise, then move the pads outside, giving him the same praise.
