Hydrophobic materials are most likely to absorb oil. Non polar materials will absorb oil. Polar materials are not likely to absorb oil. Oil is non polar and similar environments will allow it to absorb.

Some materials that will absorb oil include sand and cat litter. Once these substances have absorbed the oil you can then scoop it up.

Kitty litter, sawdust, shredded paper and shredded cardboard are all commonly used to absorb unwanted oily materials. On the other hand, if instead you need to absorb a specific oil into a specific liquid or solid you need to look at the polarity and octanol - water partition coefficients of the materials.
