I would check your dog for allergies especially ones to food which can cause skin problems in a cocker spaniel. The breed is known to develop allergies to beef, chicken, milk, eggs, corn, wheat and even soy. Allergy tests should be done by the vet to determine if problem.

My cocker spaniel Daisy had Primary Keratinization Disorder and itched like crazy. I now use a anti-seborrheic shampoo and conditioner on her and she seems to have improved quite a bit. The disorder caused a ton of itching. I felt so sorry for her while she had the problem.

Cocker spaniels can get Primary Seborrhea which is caused by too many skin cells. The skin will be slick or greasy and have a strong or foul odor. Usually the back, ears and trunk are affected. Testing is done by doing a biopsy and can be treated with an antibiotic.
