What kind of bugs could be causing a disease to my blue spruce tree?

Bagworms could be causing disease on your tree. If you can see these caterpillars they can be picked off. Otherwise an insectice spray should help.

Bagworms look like little brown bags with the legs sticking out. As long as the bug is still in the bag drench the tree with any insecticide listed to kill bagworms that is also safe to use on your tree. If they are out of the bags you will have to pick them off your spruce tree.

I'd check google or wikipedia and see if blue spruce tree's have a specific weakness to a certain bug type.
