Many of the Sesame Street characters are not animals at all. They are monsters. Elmo is just a furry red monster.

He's actually supposed to be a "monster" not an animal. Elmo is supposed to be a toddler monster to appeal to a younger viewing crowd.

Elmo is just a furry monster puppet. Kinda like cookie monster but not quite as announced. You could also just consider him a small, inquisitive, young child with red fur.

Elmo, just as all of the puppets on Sesame Street, with the exception of Bert, Ernie and Prairie Dawn, are supposed to be friendly monsters. Cookie Monster, Grover, Oscar the Grouch, Elmo and all of the kids that do not look like real people are supposed to be friendly monsters.

Elmo is not supposed to be an animal. He is a muppet, just a furry puppet. Only some of the Sesame Street characters are actually animals, like Big Bird. Characters like Elmo are more like the original characters which were monsters. He even identifies himself as a little red monster.

Elmo is not really meant to be a specific animal. He is meant to be a monster, like several Sesame Street characters.

Elmo is not supposed to be any kind of real animal. Sesame Street created the puppets to be fictitious while still allowing them to represent emotions felt by kids and therefore relate to the audiences that the program is aimed at while keeping the atmosphere playful and not too real.
