Until she gets the brushing idea, you could wipe her teeth with a clean wash cloth. Some dentists encourage the parents to let the child "try" brushing herself. You could maybe make up a game when it's brush time. Let her watch you and she might try to be just like you.

When they are that small its more about getting them trained to accept the brushing then the quality of the brushing itself. Start short and increase the brushing duration everyday.

Use a pea sized amount of fluoridated toothpaste on a soft small head toothbrush. Gently brush the biting surfaces as well as the junction between the gums and the teeth.

Make a game out of it, have her brush your teeth and then you do hers, reward with a bit of lipstick or a kiss, choose a time when she is not fussy, make sure she knows this is not an option - all of these things are the very best way to brush her teeth.
