Kara Zor-el's origins have changed over the years. Originally she was Superman's cousin, appearing in 1958 (Superman #123) who also came to earth when Krypton was destroyed. This has changed over the years depending on the vagaries of DC comics and film scripts. For a definitive answer I'd consult a dependable history of DC comics.
